On the night of Monday, December 1, I attended the “Community Development Meeting with the Mayor,” which was held at the Tomisuahara Community Center. The theme set by the city was “Efforts in Community Activities.” Following the mayor’s explanation of the city’s comprehensive plan, representatives from the community reported on initiatives such as the comprehensive disaster-preparedness drill, the creation of the evacuation shelter operation manual, and the need for a tsunami evacuation tower in the Tomida Isshiki area.
In the Tomisuahara area, which suffered damage during the Ise Bay Typhoon, awareness of disaster prevention is high. The mayor praised the active efforts of the United Community Disaster Prevention Team and the well-prepared evacuation shelter operation manual. In addition, the mayor highly evaluated the fact that the junior high school participates in the comprehensive disaster-preparedness drill as part of school lessons and, starting this year, is also involved as volunteer staff in managing the drill.

En la noche del lunes 1 de diciembre asistí a la “Reunión de Consulta sobre el Desarrollo Comunitario con el Alcalde”, celebrada en el Centro Comunitario de Tomisuahara. El tema establecido por la ciudad fue “Iniciativas en las actividades comunitarias”. Después de la explicación del alcalde sobre el plan integral de la ciudad, la comunidad presentó sus iniciativas, como el simulacro general de prevención de desastres, la elaboración del manual de gestión de refugios, y la necesidad de una torre de evacuación por tsunami en la zona de Tomida Isshiki.
En la zona de Tomisuahara, que sufrió daños a causa del tifón de la Bahía de Ise, existe una gran conciencia sobre la prevención de desastres. El alcalde elogió las actividades activas de la Unión de Equipos Comunitarios de Prevención de Desastres y el bien elaborado manual de operación de refugios. Además, el alcalde valoró altamente el hecho de que la escuela secundaria participe en el simulacro general de prevención de desastres como parte de las clases y que, desde este año, también colabore como personal voluntario en la operación del simulacro.

डिसेम्बर १ गते, सोमबारको राति, म टोमिसूआहारा सामुदायिक केन्द्रमा आयोजना गरिएको “मेयरसँगको सामुदायिक विकास छलफल” कार्यक्रममा सहभागी भएँ। नगरपालिकाले निर्धारण गरेको विषय “सामुदायिक गतिविधिहरूमा गरिएको पहल” थियो। नगरको समग्र योजनाबारे मेयरको विवरणपछि, समुदायतर्फबाट समग्र विपद्‌–पूर्वतयारी अभ्यास, आश्रयस्थल सञ्चालन म्यानुअल निर्माण, साथै टोमिदा इश्शिकी क्षेत्रमा सुनामीबाट बच्नका लागि टावर आवश्यकताजस्ता पहलहरूबारे जानकारी गराइयो।
इसे बे ट्रयफुनबाट क्षति व्यहोरेको टोमिसूआहारा क्षेत्रमा विपद्‌–व्यवस्थापनप्रति चेतना उच्च छ। सामुदायिक संयुक्त विपद्‌–व्यवस्थापन टोलीको सक्रिय गतिविधि तथा राम्रोसँग तयार गरिएको आश्रयस्थल सञ्चालन म्यानुअलप्रति मेयरले प्रशंसा व्यक्त गर्नुभयो। साथै, माध्यमिक विद्यालयले कक्षाको एक अंशका रूपमा समग्र विपद्‌–पूर्वतयारी अभ्यासमा सहभागी हुने र यस वर्षदेखि स्वेच्छिक कर्मचारीको रूपमा पनि अभ्यासको सञ्चालनमा सहयोग गरिरहेको कुरालाई मेयरले उच्च मूल्यांकन गर्नुभयो।

Vào tối thứ Hai, ngày 1 tháng 12, tôi đã tham dự “Buổi Thảo luận Xây dựng Cộng đồng với Thị trưởng” được tổ chức tại Trung tâm Cộng đồng Tomisuahara. Chủ đề do thành phố đặt ra là “Những nỗ lực trong hoạt động cộng đồng”. Sau phần giải thích của thị trưởng về kế hoạch tổng thể của thành phố, phía cộng đồng đã trình bày về các hoạt động như diễn tập phòng chống thiên tai tổng hợp, việc xây dựng sổ tay vận hành nơi sơ tán và sự cần thiết của tháp避難 sóng thần tại khu vực Tomida Isshiki.
Khu vực Tomisuahara từng chịu thiệt hại do cơn bão Ise Bay nên ý thức phòng chống thiên tai rất cao. Thị trưởng đã khen ngợi hoạt động tích cực của Liên đội Phòng chống Thiên tai Tự quản và sổ tay vận hành nơi sơ tán được chuẩn bị kỹ lưỡng. Thị trưởng cũng đánh giá cao việc trường trung học tham gia diễn tập phòng chống thiên tai tổng hợp như một phần của bài học trên lớp và từ năm nay còn tham gia hỗ trợ điều hành diễn tập với vai trò nhân viên tình nguyện.
